When you are editing the post (any post type), and you have to assign terms to a taxonomies linked to the post type, you always have an option to add new terms. With this plugin you can limit that to existing terms only.

GD Custom Posts And Taxonomies Tools Pro allows you to set any taxonomy to have limited terms selection available on the post edit page: Single and Multi terms. First will allow you to select only one term per post, second to selected multiple terms, but in both cases, you can’t add new terms on the post edit page. Adding terms through taxonomy page will still work, limiter works for the post editor only. Image on the right shows taxonomy limited to a single term only (radio boxes used instead of checkboxes), and there is no option to add new term. This will work for default taxonomies (categories and post tags) also.

To change the meta box for taxonomy, open the taxonomy for editing, and on the Features tab, first group is called Meta Box Format. From the drop down selection you need to select value you need:

This is recommended for use with taxonomies that usually don’t have many terms (like categories). Post tags for instance, can have thousands of terms, and this limited meta box needs to show them all, so that can slow down things depending on the number of terms. In any case, it depends on your needs, and you can always test and than turn the option off if you need to.
