file attachments transferred to first post when you delete a reply

When I permanently delete a reply that has a file attachment, those file attachments are transferred to the first post in the topic.

This is a result of this feature:

If the parent post of an attached media item is deleted, the media item will become attached to the deleted post’s parent.

This is a major problem, because if someone uploads inappropriate content in a reply and you delete the reply, the content just gets moved higher up in the topic and attributed to the wrong person!

Please note as well that the reply actually has to be deleted completely, not just placed in the trash.
