Forum Based Settings Override

For each forum plugin implements a meta box that is used to override some of the plugin settings. Currently, this includes settings for attachments, private topics and replies, auto closing of topics and forum locking.

Each setting can be set to actual value, it can be inherited from the parent forum or it can be set to inherit from global settings (default values).

For the forum that has no parent, value Inherit is same as Default.
