Lock Topics

This is very simple feature that will add new action to every topic that can lock the topic, and temporarily disable reply form for that one topic. There is only one option to enable this action.

Once the topic is locked, button to unlock will replace the lock button, to allow unlocking of topic. Only users with moderation capability can use the Lock/Unlock actions.
